Faith, Law, and Community: A Ministry’s Peaceful Possession and Protection of Historic Property in Tampa By Saved By The Streets Ministry, Inc.

TAMPA, FL – In the heart of one of Tampa’s oldest communities, Saved By The Streets Ministry, Inc., a faith-based nonprofit organization, has taken lawful and compassionate stewardship over the property located at 511 E Adalee Street, Tampa, FL 33603. This location, within the designated Tampa Heights Historic District, has long been underutilized—until now.

Through community engagement, service-based programs, and lawful notice, the ministry has invoked possession under the longstanding legal principle of Adverse Possession Without Color of Title, pursuant to Florida Statutes § 95.18. However, unlike commercial or opportunistic claims, this possession is distinct: it is faith-based, non-hostile, transparent, and for the benefit of the people—especially the underserved.

“We did not arrive in secret, nor with force,” stated Minister Zaragi Khalid Ali, the ministry’s trustee. “Our presence has been consistent, open, continuous, and necessary—offering free meals, prayer gatherings, and restoration of safety in a previously blighted area.”

Local neighbors have welcomed the revitalization. One, identified as Mr. Michael Coleman, stated that since the ministry’s arrival, tree overgrowth that threatened his home was responsibly trimmed, and community safety improved.

The ministry has also notified city officials, filed affidavits, and posted legally compliant signage affirming their protected religious use under the First Amendment of the U.S. Constitution, Florida Constitution Article I, and Florida Statutes § 761.03 (Religious Freedom Restoration Act). Additional protection is invoked under Florida Statutes § 871.01, which prohibits disturbance of religious assembly.

This is not an act of trespass—it is an act of spiritual trust and community empowerment. The ministry continues to invite city agencies, legal counsel, and members of the community to support and recognize this peaceful religious operation, which seeks no profit—only purpose.
