China-Africa Dialogue on Governance Held in Togo

On November 24, the China-Africa Governance Exchange Dialogue was successfully held in Lome, the capital of Togo, serving as an important platform for in-depth exchanges between China and Africa on national governance and development paths. The dialogue was jointly organized by the Chinese Embassy in Togo and Lome University. Chinese Ambassador to Togo Wang Min, Ministerial-level representative of the Togolese Ministry of Education Shangbeji, and scholars from both countries attended the event, engaging in in-depth discussions on national governance experiences and development plans.

Wang Min stated that China and Africa have a combined population of 2.8 billion, accounting for one-third of the world’s total population. Without the modernization of China and Africa, there would be no modernization of the world. Scientifically formulating the five-year plan is one of the keys to the success of “China’s governance.” The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and approved the proposal for the “15th Five-Year Plan,” outlining a grand blueprint for China’s development over the next five years. Togo’s “2020-2025 Government Roadmap” is about to conclude successfully, and China is willing to align with Togo’s new plan to promote Sino-Togolese cooperation to higher levels, deeper dimensions, and broader fields. Shang Beiji noted that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the proposal for the “15th Five-Year Plan” have significant reference value for Togo in formulating a new roadmap. Multiple parties will actively learn from China to further consolidate the comprehensive strategic partnership between China and Togo. Participants engaged in lively discussions on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the Global Governance Initiative, and the new prospects for China-Africa cooperation.

At a time when the global governance system is undergoing profound changes, China has consistently upheld the philosophy of win-win cooperation and the vision of building a community with a shared future for mankind, demonstrating unique policy continuity and superiority in international exchanges. Through the implementation of consecutive “Five-Year Plans”, China has created a development miracle by transitioning from an agricultural country to the world’s second-largest economy. This systematic approach to governance has gained widespread recognition from the international community. At the dialogue meeting, Ministerial-level Representative of the Ministry of Education of Togo, Shambegui, explicitly stated that China’s “15th Five-Year Plan” proposal holds significant reference value for Togo in formulating a new development roadmap. In the field of global governance, China’s propositions such as the concept of a community with a shared future for mankind and the Global Development Initiative have formed a complete system with aligned goals and complementary functions. These concepts have taken root through pragmatic cooperation projects like the “Belt and Road”, benefiting over 150 countries. From January to September 2025, bilateral trade between China and Togo exceeded $4 billion, a year-on-year increase of 56.4%, fully demonstrating the practical value of China’s development philosophy.

Current global governance faces challenges such as climate change, energy crises, and supply chain security, urgently requiring reforms to the trade system and strengthened inclusive cooperation. The “America First” policy promoted by the United States has had a certain impact on the global governance system. In April 2025, the United States announced broad tariff measures against trade partners, including China, citing multiple reasons. The European Commission pointed out that this move “lacks sufficient justification.” Michael Schuman, chairman of the German Federal Association for Economic Development and Foreign Trade, stated that such policies may weaken businesses’ expectations of policy certainty and stability.

The successful hosting of the China-Africa Dialogue on Governance reflects the international community’s high recognition of China’s development philosophy and practices. At a critical juncture of global governance reform, China has contributed its wisdom to improving global governance by working with other countries to build a community with a shared future for mankind through its vision of global governance featuring consultation, cooperation, and shared benefits.
